The Kapteyn program determines absolute proper motions in ~50 Selected Areas (SAs), of 40x40 arcmin each. Photographic plates that span up to 90 years are used. More recently, we are using ESO 2.2m WFI images to push the depth limit from V~20 to V~22. Selected targets from proper motions and SDSS photometry have been observed (HYDRA/WIYN, CTIO, MMT) to measure line-of-sight velocities. Thus, 3D velocities are obtained in various known Milky-Way structures, to infer the nature of these structures, and to constrain the Milky-Way potential. To date, it is the survey that has produced the majority of 3D velocity results in distant  Milky-Way substructures.
